BILL NUMBER: SB 599 VETOED DATE: 10/10/1999 October 10, 1999 To the Members of the Senate: I am returning Senate Bill No. 599 without my signature. SB 599 requires the Youthful Offender Parole Board (YOPB) to consider the recommendations of the committing county or court when assigning the category offense upon which a ward's commitment is based. The measure also requires the Department of the Youth Authority (YA) to notify counties regarding YA's right to collect sliding scale costs retroactively in specified circumstances. This measure would impose costly administrative duties on YOPB. These costs would be in addition to the amount provided in the annual Budget Act, and are unabsorbable by YOPB. While the intent of this bill may have merit, it is unclear that increased county involvement would be useful with regard to the assignment of ward category offenses.
